@carlosrdelmoral, via remote X, I think you should be able to. (You might need to install and configure a virtual framebuffer driver, since the X server part of DECwindows seems to look at installed graphics adapters.)
Best is to consult the VMS FAQ(s) and HoffmanLabs about this.
