For recent VMS versions, install the DECWindows Motif product to enable the display of X11 applications on remote servers. Prior to that X11 was supplied as DECWindows.
The license key is in the layered product kit. DW-MOTIF.
You will probably want to install the 100 DPI workstation support on at least one system and enable the font server, and then set up your X11 client to receive fonts from VMS.
