On a alpha system running under freeaxp and build from backup/image of a physical running alpha 1000 working without problem I can not submit batch with /user qualifier.
Under system account I try as test to perform the following:
submit $modap:[gfin]tst.com/user=usgfin/log_file=$modap:[gfin]tst.log/keep
with tst.com
$write sys$output ">>> performe dir "
$dir $modap:[gfin]
$exit
I got the following error:

if I do the submit without /user as:

everything go fine.
for information regarding queue I have:

/BASE_PRIORITY=4 /JOB_LIMIT=1 /OWNER=[SYSTEM] /PROTECTION=(S:M,O,G:R,W:S)
I would first look at the access to $modap:[gfin]. Can the account usgfin access that directory? If not, then the login will fail with no indication of why as the logfile may not be accessible.
Thanks for the answer, effectively, since I do not create application disk backup as backup/image, when I restore it even with /by_owner=original, all the file where owned by system with no write to the user that should used them.
Temporaly I set protection of file that everybody can do anything (who care, I'm the only one using this emulated alpha) and it's work (at least for batch submit).
