I applied for my 2018 license PAK's on 6/20/2018 at 3:35pm CDT and received the response on 6/21/2018 at 2:43am CDT. I used the form at <http://plato.ccsscorp.com/hobbyist_registration.php> to apply. I listed my chapter as "Connect/Encompass" as I am in the US.
Part of the trick is knowing that the PAKs are generated at HPE India so make sure you request them well before a weekend and try to allow for the time zone difference. Also put a good and reasonable answer as the reason for wanting the licenses. Something about learning or keeping your OpenVMS skills are always good.
