Running OpenVMS 7.3 on a SimH emulated VAX 11/780 (Ubuntu 18.04 linux):
When attempting to expand the HELPLIB.HLB library using the Library Decompression Utility as a SYSTEM user, the following error occurs:

Expanding all other libraries works fine.
I am returning to VAX/VMS after 25 years, and it is quite exciting.
Any suggestions to resolve this would be greatly appreciated.
Hello Jeff , Is this the .HLB file as it was provided by an installed product (ie: Operating System) or later copied back onto th efile systems afterward ?
If afterward it may be that the file structure is not described to the OS , there is a way to change it .
I just don't have the memory for the words to describe the method to correct the issue .
If from an installed product , I'm not one to even suggest a fix .

However, after some research, i was able to determine that increasing the number of global pages solved the problem. The default global page number was too low.
