There are several SMTP server solutions for OpenVMS.
HP TCP/IP Services for OpenVMS (nee UCX) has one. Commercial offers include PMDF by Process (I believe they also offers hobbyist licenses), CommuniGate Pro (IIRC, there's a Community License for at most 5 users), and Quintara by Brilliant (which is commercial only, AFAIK).

This is described in the TCP/IP Services documentation which resides at http://h71000.www7.hp.com/doc/tcpip57.html. Choose the version you're running (get it via $ TCPIP SHOW VERSION), open "HP TCP/IP Services for OpenVMS Management", and find the chapter titled "Configuring and Managing SMTP".
