I've just got started with openvms, so please bear with me.
I'm running a simh vax on Linux.
I downloaded all the software from the site and unzipped each one into a separate directory, then made an iso file of each kit (I assume that each zip file contains a kit). Then I associated basic.iso to dua2: on the simulator and mounted it. So I had this:
and got this: Beginning installation of BASIC V3.9 at 15:13
%VMSINSTAL-I-RESTORE, Restoring product save set A ...
%BACKUP-F-NOTSAVESET, DUA2:[000000]BASIC039.A;1 is not a BACKUP save set
%VMSINSTAL-E-NOSAVESET, Save set A cannot be restored.
Digging through the archives I found I should do this:
$ copy dua2:[000000]*.* dua1:[basic]
$ SET FILE/ATTRIBUTES=(RFM:FIX,MRS:32256,LRL:32256,RAT:NONE) dua1:[basic]
Which I don't really understand yet (but I will)
Trying another install:
$ @vmsinstal basic039 dua1:[basic]
Beginning installation of BASIC V3.9 at 15:21
%VMSINSTAL-I-RESTORE, Restoring product save set A ...

There is a file on the Freeware CD called "RESET_BACKUP_SAVESET_ATTRIBUTES.COM" that should be used to resolve this. Not all savesets use the record size of 32256 bytes. This procedure will look at the file itself and set the appropriate record size.
