Though the VMS I64 version has learned to boot via BOOTP in a PXE environment for adding satellites to a cluster, the network installation feature of OpenVMS is still restricted to booting from an Infoserver (these days, that's a software running on another OpenVMS system; see the Upgrade and Installation Manual).
Integrity systems can be provisioned from a System Insight Manager (SIM) server. I believe that network installation uses the vMedia feature provided by recent EFIs, and so is restricted to Integrity only.

Thanks for info. How about installing SIMH with OpenVMS VAX on the Unix host. Would that do? And most importantly would Infoserver running on 7.x on VAX serve for 8.3 on Alpha?

Nope. Infoserver software was latent in 8.2, and documented in 8.3 (IIRC), so the VAX is ruled out.
