How does one obtain hobbyist licenses for VAX/VMS 5.5-2H4?

While normally I would expect VAX/VMS 5.5-2H4 to be able to use the hobby license keys from HPE, I have noticed that there has been an update to LNF at some point.
I do not know if an OS as old as VAX/VMS 5.5-2H4 (Last 5.5 variant I am aware of).
Is there a specific reason you want to run the ancient version? |

I have established that JNet 3.6 (the NJE over TCP networking stack for communicating with IBM Mainframe networks) does not work on OpenVMS 7.3 and MULTINET 5.5. I wanted to run an experiment on VAX/VMS 5x with an older release of MULTINET. Just VAX/VMS, DECnet and Digital TCP/IP licenses would have sufficed.
