I just tried to get a VAX licensee PAK, but got nothing but a blank email. Noticed that the date of the system sending the email is about 5 days out of date. |

yes, as of 4/8/2011, the PAK emails are still blank. |

Well, the license emails are being sent again after not being sent for awhile, but they are still blank. No contents at all. |

Can you find the "View Source" setting of your mail client and look at the message received. The license keys are shipped as a plain-text DCL command file.
What e-mail client are you using?
Any content filtering going on?
Encompasserve.org just renewed their license keys through the same e-mail system with no problems. |

Can you try a different e-mail address, such as an encompasserve.org e-mail address?
If you have an account on encompasserve, you can use IMAP access from thunderbird to retrieve e-mail. |

I just tried my office Exchange/Outlook and had the same problem. Also no text with gmail.

I just ordered a set of the layered products and it arrived fine.
I also sent your encompasserve.org account a message.
Can you use VMS MAIL account to look at the message that you received? |

Yes, I got the VMS mail. I used to get PAKs just fine, but the last time I got one was 2002. Recently, I got interested in my DEC past and tried to renew my VMS hobbyist license, but can't seem to get a valid PAK via any of my email accounts. |
